Now that the dust has settled (for now), we wanted to provide some insight and detail into both Unit G and Unit L’s Collective Bargaining Agreements (CBA). Here is a synopsis of AB596 (funding for the CBAs). While the bill itself is a difficult read, we’ve tried to provide a breakdown below. We have had numerous questions and concerns regarding pay for Unit G POST certificates. The 2% for Intermediate and 2% for Advanced POST certs is listed under the “education” section in the compensation article.

Unit G (Category I Peace Officers):
- Retention Incentives: $1,000/year (FY 2025-2026, FY 2026-2027), paid in four quarterly installments
- Salary Increases: 1% (July 1, 2025), 1% (July 1, 2026)
- Education Pay: includes 2% increase in base salary for Intermediate POST certificate and 2% for Advanced POST certificate (can be compounded for 4%)
- Benefits:
- Annual leave cash-outs: 40 hours every May and November provided Annual Leave balance stays above 200 hours
- 5% Special Adjustments to pay (FTO, Instructor, K9 etc…)
- $250 boot allowance paid biannually (unless agency supplies)
- $1,400 uniform allowance (unless agency pays for and provides uniforms)
- $20,000 line of duty death funeral costs and full sick leave paid to surviving beneficiary
- Appropriations (non-NSHE): General Fund: $1,363,267/$1,323,521; Highway Fund: $2,052,073/$1,994,922 (FY 2025-2026/FY2026-2027)
Unit L (Supervisory Category I Peace Officers):
- Retention Incentives: $1,000/year (FY 2025-2026, FY 2026-2027), paid in four quarterly installments
- Salary Increases: 1% (July 1, 2025), 1% (July 1, 2026)
- Education Pay: for Associate, Bachelors, Master’s degrees, Management POST certificate and Executive POST certificate
- Benefits:
- 5% Special Adjustments to pay (FTO, Instructor, K9 etc…)
- $250 boot allowance paid biannually (unless agency supplies)
- $1,400 uniform allowance (unless agency pays for and provides uniforms)
- $20,000 line of duty death funeral costs and full sick leave paid to surviving beneficiary
- Paid hour lunch break
- Appropriations (non-NSHE): General Fund: $392,010/$368,575; Highway Fund: $393,974/$370,213 (FY 2025-2026/FY 2026-2027).
A few things to remember—Our CBAs are in effect. Everything contained in the contracts is effective July 1, 2025 through June 30, 2027. The only exceptions are the exclusions and designated compensation by AB596. A few items are still in question, and we are waiting on answers from the LRU (Labor Relations Unit) on the following:

- Compensation for both Unit G and L for Holiday pay for days off (ADOH or PDOH). Is it for all hours of your scheduled shift (10 hrs or 12 hrs)?
- Personal Days for Unit L?
For the “education” bonus’ you will need to get your college transcripts. Start the process of contacting your college and/or university to get your transcript. Copies of diplomas are not accepted; however, the State did accept digital copies emailed/forwarded to the departments and divisions from universities. We are working to find each agency’s point of contact and will forward you the info once we receive.
POST Certificates will also need to be sent to a point of contact for each Department/Division. We are working on identifying those points of contact as well.
Another bill that was passed which will have a significant impact on collective bargaining is AB356. Details summarized below:
AB356 – Revises Provisions Relating to Collective Bargaining Agreements B

- Budget Inclusion: Requires the Governor to include collective bargaining agreement funds in the biennial budget to the extent practicable, with a report to the Legislature if it’s not feasible to include in the budget.
- Negotiation Timeline: Shifts the start of negotiations to April 1 (from October 1) of even-numbered years and within 60 days for new bargaining units.
- Mediation Process: Allows mediation requests after six meetings or by September 5 for existing agreements, or after eight meetings or 90 days for new agreements.
- Arbitration Deadlines: Moves arbitration start date to September 15 (from February 15) and requires decisions by December 5 (from March 5), removing the option to extend.
- Appropriations: Allocates funds to the Division of Human Resource Management ($144,474 for 2025-26, $189,623 for 2026-27) and the Governor’s Office ($142,566 for 2025-26, $183,920 for 2026-27) for related costs.
- Effective July 1, 2025 (appropriations) and October 1, 2025 (other provisions).
