NPU Family,
It’s that time again…..a few updates for you.
Now that July 1st has come and gone, and the new CBA is in effect, there are some important issues that are being addressed. As you are most likely aware, most the compensation components were, unfortunately, not funded. As we expected, a couple of the pieces that were supposed to be funded (our interpretation). The compensation for POST certificates has been denied by the state…go figure!
Other items that are in question are bilingual pay, personal day, and CIRT pay. We are working with the state to try to get these three issues resolved sooner than later. Bilingual and personal day are current grievances from our last contract. If we can’t get them resolved soon, we will go to arbitration and let an outside source make the final decision. We feel like we are in the right, but there is always a chance the ruling could go against us. Fingers crossed that we don’t get to that point.
Vice President James Mortimore has drafted a brief on the “Personal leave” day issue:
Nevada Police Union is currently in litigation with the state on two separate grievances’ regarding Personal leave. For those new to the union, in the 2023-2025 contract years the union filed a grievance against the state of Nevada because the state failed to compensate members with 2 personal leave days as awarded per our contract and limited us to only one personal leave day. Your Nevada Police Union filed a grievance and will soon be heading to arbitration to be awarded our second personal leave day or reach an agreement with the state with formal mediation meetings. This recently awarded and new 2025-2027 contract was a lot of ups and downs but specifically, surrounding personal leave day, the legislation specifically described in legislation that personal leave days will be awarded to all bargaining units, to include Nevada Police Union members. The state has concluded that we will not be receiving personal leave days after a member requested to take a personal leave day. The union promptly filed a grievance the next day and will be going to formal mediation/ possibly arbitration to fight this for our members. What this means for you in the meantime is no personal leave days will be approved soon until we win our grievance against the state.
NPU has already started planning for our next CBA (s). One of the positives that came out of the legislative session is the passage of AB356. AB356 allows collective bargaining groups to start negotiating CBA’s starting April 1st of the year prior to the legislative session. This means we can start April 1, 2026….that’s about only 8 months away. A few months prior to the start of negotiations, we will be asking membership for ideas for our next contracts. Our goal is to make this new timeline bill (AB356) work in our favor. We will have our negotiations agreed upon and completed by the time the Governor puts his budget together. The Governor will be able to INCLUDE the fiscal note for our contracts in his budget. This should eliminate many of the problems and issues with the state regarding funding. Again, fingers crossed.
As I have mentioned before, our NPU phone app is in the testing phase. Hopefully we can and will get all the bugs worked out soon and the app will be available for all members. This makes communication with membership so much easier. Lots of great info pre-loaded onto the app as well.
If you follow us on the NPU socials, you may have seen that I was in Arizona recently working with the President of the Arizona State Troopers Association (ASTA). President Jeff Hawkins has graciously gone out of his way to help us over the last several years. Many of the benefits that we have attained over those years have come from the mentoring and help from ASTA. We are working on several member benefits that we plan on adding in the coming months. Membership has its privileges. Stay tuned…..
If you have ever wanted to become more involved with NPU now is a great time to do so! We have a couple open Board positions and always welcome any new stewards. In the coming weeks, we will be getting our union stewards/reps some updated training. If you are interested in becoming a Union steward or a Board member, please reach out to us. We will set you up for success. As a reminder, all time spent on Union activities is covered in our contract as release time. No need to do anything on your own time or take your own leave. This now applies to the ranks of Trooper, Officer, Sgt and Lieutenant.
Lastly, please let us know when there is a promotion or retirement. Although we are well connected with our members, we don’t always get the word on promotions or retirements. We want to be sure we recognize these great achievements for our members. Help us out and let us know.
As usual, do not hesitate to reach out to me via email, text or a call. I’m always happy to talk with you about any issues or ideas you may have.
