NPU Family, 

Just a few updates for you. Nothing huge to report. The Legislative session hit the deadline last week for all bills to make it out of committee and this week for them to pass the first house. I encourage members to go to the NV Legislative website to track bills individually for more accurate information and detail or you can check out the status of bills NPU is tracking here.  So far, nothing too earth shattering to report. I will report more in the coming weeks as the bills move further along.  

I have received several inquiries regarding the “PERS” bill from last Legislative Session. I just want to give some clarification about what the PERS increase means for our members. As of now, the PERS contribution is going up. There’s nothing we can do about that for now. However, we are working closely with top legislators to see if there are other options to help offset the PERS increase. Our team (PSAN) which is comprised of Union/Association leaders from the largest Police Unions in NV and represent more than 2/3rds of all CAT1 officers in NV, is having productive conversations with some of the top-level officials at the Legislature. Believe me…..the Senators and Assemblymembers are very aware of the impact that the PERS increase means for our take home pay and trying to figure out alternatives. As of now, PERS is going up 8.7%. That’s an increase of 4.35% to the employer and a 4.35% increase from the employee. It’s NOT an increase of 8.7% for the employee, which many believe. Worst case scenario….we would see a 4.35% decrease in take home pay. Best case scenario….we will win our arbitration case for our CBA (both Unit G and L) and the compensation proposal helps offset, and in some cases, gives an increase in take home pay. We should have a judgement from the Arbitrator on April 30th. Fingers crossed.  

For those not familiar with our current CBA, all Unit G (line level) members are eligible to request a cash payout for up to 40 hours of Annual Leave. Here’s what I posted to our NPU socials….. 

Just a quick FYI for our Unit G (line level) members.  

Article 11.2.5 (Annual Leave Cash Out)

If you want to receive a payout for Annual Leave, you need to get this submitted very soon. There are 2 forms that need to be completed. 

  1. CBA Annual Leave Cash out Form
  2. LRU – 5

These two forms must be completed for any 40 hours annual leave cash out.  DPS (or appropriate agency) payroll must receive these by MAY 1, 2025, for them to be processed.  Forms need employee and supervisor signatures.  For DPS, these forms will also need to be signed by HR (Wendy Getz or Mary Gordon).  Any Parole and Probation employees must also have their LRU-5 signed/approved by Chief Jackson.

You must have a minimum of 200 hours of annual leave left after your request. So, if you have 230 hours of annual leave, you can request up to 30 hours to be paid. Maximum payout is 40 hours.  

Based on the Unit G CBA, this can be done 2X per year. Payout in November and payout in May.  

I also want to take a moment to recognize the retirement of one of our NPU Board members. After 20+ years, Jaime McGuire has retired from UNRPD. She has been a board member since we unionized in 2019 and has been an integral part of NPU and helped shape our Union to what we are today. Jaime’s experience, passion, directness and quick wit has been a reason for our success. Please help me in wishing her a HUGE congratulations on her well-deserved retirement and we wish her all the best in her future endeavors.  

Lastly, we want to welcome Heriberto “Eddie” Pinon to the NPU board. Eddie is stepping up to fill the brief vacancy for the Executive board position that Jaime McGuire held. Eddie comes highly recommended and is eager to get involved and help NPU continue to grow. Eddie has been an Officer with UNRPD for 5 years and his insight will be important for our entire membership.
